Abstract |
This memorandum examines whether the new electoral legislation enacted by the Zimbabwean Parliament, the Zimbabwe Electoral Commission Act [Chapter 2:12] and the Electoral Act [Chapter 2:13] conform to the principles and guidelines for the holding elections that were adopted by SADC heads of State and government in 2004. It looks at the following issues: the Electoral Environment; Frequency of Elections; Electoral Bodies; Voter Education; Election Observing/Monitoring; Rights of Candidates and Political Parties; Right to Vote and to Stand for Election; Registration of Voters and Voters’ Rolls; Voting Procedures; Counting of Votes; Adjudication of Electoral Disputes; Acceptance of Results.www.zesn.org.zw |
