Abstract Zimbabwe's crisis remains severe, with widespread human rights abuse and ever harder lives for citizens. The ruling ZANU-PF party uses repression and manipulates food aid unscrupulously for partisan purposes. A small opportunity exists, however, to return the crisis to legitimate political discourse in the next months. African institutions and especially South Africa need to apply pressure on the regime to live up to its commitment to conduct parliamentary elections scheduled for March under SADC Protocol principles. Monitoring teams should be in-country by 1 January and work to level the electoral field by pushing for repeal of repressive legislation and establishment of a truly independent electoral commission. Western countries should tone down rhetoric and get behind African efforts. The opposition MDC should repair divisions and conduct a full campaign.
