Abstract |
Change is in the air in Zimbabwe, but the road ahead is dangerous, possibly violent. The ruling ZANU-PF party is split, the MDC has demonstrated considerable popular support, and even President Mugabe has hinted he is prepared to retire. South Africa is best positioned to help pull Zimbabwe back from the brink but it needs strong international backing. The visit of U.S. President Bush is a unique opportunity to help chart the way to a negotiated solution. South Africa needs to engage and mediate unconditional negotiations between ZANU-PF and the MDC for a transitional government and new elections. A range of African and other international players, especially and most directly the U.S., should play supporting roles.
