Serial IPA workshop report
Abstract This paper reports the views expressed at an IPA workshop, held at the UN Millennium Plaza Hotel, 25 Febr 2002. The main point were: market-based land reform has failed in Zimbabwe (and will equally be a major obstacle to land reform in South Africa and Namibia); The violent methods currently being employed were widely contested among those present at the workshop; The relationship between land reform and the rule of law is not simple, as the latter has historically been used to dispossess balck Zimbabweans, and, as it has now been overtaken by the farm invasions; The responses to the crisis reflect the tension between sovereignty and intenational standards of human rights: the role of regional actors is stressed, and the role of Great Britain is seen as counter-productive.
