Abstract |
This report analyses the weaknesses of the emergency preparedness process in South Africa in advance of the Zimbabwean elections in March 2002, and discusses how lessons learned from it can be used to improve and continue preparedness today. It emphasises that the crisis in Zimbabwe, and therefore the probability of a significant influx of displaced people into South Africa is by no means over, and current levels of preparedness and commitment to refugee protection fall short from international humanitarian standards.
