Abstract The Harare Commonwealth Declaration (Zimbabwe, 1991, "The Harare Principles") reinforces and updates the Declaration of Commonwealth Principles (1971), and defines the core values to take the Commonwealth into the 21st Century. It contains the issues on democracy, fundamental human rights, the rule of law, the independence of the judiciary, and a programme of action, placing priority on strengthening democracy, human rights and the rights of women.
