Samenvatting CAO audit of the Multilateral Investment Guarantee Agency’s (MIGA’s) due diligence for the Dikulushi Copper-Silver Mining Project in Katanga Province of the DRC. A key issue addressed by the audit related to MIGA’s due diligence with respect to security and human rights. Congolese and international NGOs have been calling on governments to investigate the Kilwa incident in which the Congolese military made use of the Australian mining company, Anvil Mining logistic and personnel in a counter-offensive to crush insurgents in the town of Kilwa in October 2004.. The Australian Federal Police are conducting an investigation into whether there is evidence of complicity by Anvil in human rights abuses. In addition, the World Bank's Compliance Adviser and Ombudsman (CAO) has been asked by World Bank President Paul Wolfowitz to carry out an inquiry into the Multilateral Investment Guarantee Agency's due diligence for the Dikulushi project. MIGA provided Anvil Mining political risk insurance for the project. Anvil denies that it had knowledge of, or provided assistance to, the Congolese army in the committing of any human rights violations. The audit was completed in late November 2005 and posted on the CAO’s website in early February 2006.
