The paper considers in detail the potential impacts of the new DRC Forest Code on local forest communities, with particular emphasis on the rights and livelihoods of 'pygmy' communities.
The paper finds that there are numerous grounds for concern over the Code's potential effects on Congo's forest people. In particular, there is no specific provision for the particular needs and conditions of 'pygmy' people. The Code's general provisions for community access to, and control over, forest resources are likely to prove problematic.
