This report is the result of an inquiry made into the allegations contained in a UN Expert Panel Repport on the illegal exploitation of natural resources and other forms of wealth in the DRC, which was appointed by the Secretary General and submitted to the Security Council on 16th April 2001 and its Addemdum (13 Nov 2001). The Expert panel alleged that the Government of the Republic of Uganda was one of those involved. This report looks at the illegal exploitation; mass scale looting; systematic and systemic exploitation, monopolies and price fixing, current structures of illegal exploitation; individual (Ugandan) actors (Major General Salim Saleh, Jovial Akandanawaho, General James Kazini, Colonel Tinkamanyire, Col Otafiire, and others); economc data; links between the alleged illegal exploitation and the continuation of the conflict. It concludes with remmendations. This report was finalised in November 2002, presented to the Ugandan Government on January 31, 2003, and made public on the internet May 16, 2003.
