Begin september verschijnt NiZA-Cahier nummer 6:
Tradition on the move: Chiefs, democracy and change in rural South Africa geschreven door Barbara Oomen, en met een inleiding van Albie Sachs.

Na een verblijf van ruim een jaar in Sekhukhune in het noorden van Zuid-Afrika, heeft Barbara Oomen een cahier geschreven dat leest als een film. Het gaat over het vaak moeizame in elkaar schuiven van de traditionele en de 'burgerlijke' machtsverhoudingen op het platteland. Over wetten uit de tijd van de apartheid die nog bestaan naast nieuwe democratische wetgeving. Over chiefs die uiteindelijk toch lid worden van het ANC, over het gebrek aan acceptatie van vrouwen als medebeslissers. Over schooltjes die grotendeels kunnen bestaan door het bijeenschrapen van bijdragen van de dorpsbewoners. En het leert ons groot respect te krijgen voor de enorme betrokkenheid van de bevolking bij de ontwikkeling van hun gemeenschap.

Het cahier, met veel foto's, is in het Engels geschreven omdat het ook in Zuid-Afrika zelf uitgebracht gaat worden. Hier volgt een indruk:

(...) Every Wednesday he [Phaala, the young chief] guides the councillors through a long list of cases and issues inside the tribal hall, a high office with anti-Aids posters stuck to the walls. Today's topics are varied.
The tombstones in the graveyard should be numbered. For the villagers, and for those people who moved to the cities but will one day want to be buried back home. Madibong is going to get electricity, and Eskom will hold an information meeting on Sunday. There is a letter from a girl who wants to use the tribal office to show movies.
And there are the cases. One involves a builder who was paid but then disappeared with the money. Another one a young woman whose husband died: she wants to go back home, but her inlaws state that they paid the brideprice and therefore still have the right to her presence in their house and her assistance in cooking and cleaning. Each issue is discussed extensively, democratically, with the councillors putting up their fingers, 'point of order, Mr Chairman', and Phaahla wrapping up each topic with a summary and a point of action.
