Abstract This report sets out its broad findings on the implementation of the Programme and reports in summary fashion on interviews conducted with Government officials, key stakeholders, and beneficiaries of the Programme, at national and sub-national levels. The Committee also identifies certain flaws and shortcomings in Programme implementation and calls for corrective action to be put in train as a matter of urgency.
This report is an further investigation of the findings documented in the confidential Bhuka Report (March 2003).
